I was wondering how exactly a tattoo is transferred into the skin. Is the skin cut open and then ink flows in and then scars over the color of the ink?How are tattoos transferred to the skin permanently?

Needles push the ink into the skin. A tattoo is an open wound and needs to heal completely.
Fast moving needle(s) push ink into the skin. It goes just below the dead layers of skin cells on top.
